Leong has over 20 years experience in the areas of performance-based
fire engineering design for a wide range of building and infrastructure
projects. He has authored over 60 publications in this field and
has helped contribute towards fire engineering analytical techniques
for performance-based design. He has a PhD in his two main areas
of interests: fire characterisation and human behaviour in
occupant movement – both of which are the key parameters in the
determination of life safety in fires. Leong specialises in the
fire safety aspects of large buildings (eg convention centres,
multi-level shopping complexes, stadiums, etc), tall buildings, road
and rail tunnels, underground stations and airports. Leong works
closely with regulatory authorities including the Building Commission
and the Fire Brigades and is presently involved in several technical
committees on code development, including the Fire Safety Code for
Dubai Civil Defence and the Tunnel Fire Code for Standards Australia.
